The new Plan of Management for St Leonards Park was adopted by Council on 22 March 2021. Ten submissions were received, read the post-exhibition report including a summary of submissions in the Document Library.

The new Draft Plan of Management for St Leonards Park is was exhibited from 30 October to 20 December 2020 (available in the document library or click here).
The draft Plan of Management (PoM) for St Leonards Park sets out Council’s land management objectives for the Park, addresses current issues and identifies and prioritises required work. It meets Council’s obligations regarding public land management under the Local Government Act 1993, the Crown Land Management Act 2016 and the Native Title Act 1993 and enables flexibility of use by Council and the community.

Next Steps
Once the exhibition period has ended, Council’s project team will review all submissions. A report to Council will outline the community’s responses to the draft PoM, and any changes needed to finalise the document resulting from the submissions. Once adopted, the document will replace Council’s existingPoM for St Leonards Park 2011.

St Leonards Park is one of Council’s most significant and best-loved parks. Bounded by Miller, Ridge and Falcon Streets and the Warringah Expressway, this heritage-listed park has a distinctive Victorian character. Major park features include the Music Shell, the War Memorial and Tunks Fountain, along with North Sydney Oval, Bon Andrews Oval, netball courts and cricket nets. The Park features avenues of mature trees, scattered planting of specimen trees and large open lawn areas that lend themselves to unstructured recreation.
The draft Plan of Management for St Leonards Park is informed by the following 2 significant documents:
1 - St Leonards Park Conservation Management Plan (CMP) 2013
The St Leonards Park CMP was developed to provide a framework for the ongoing care and management of the Park’s heritage, and to guide decisions about its conservation, use and development in the future. It recognises that St Leonards Park is a place of considerable heritage significance in the context of North Sydney and New South Wales.
2 - St Leonards Park Landscape Master Plan (LMP) 2018
The St Leonards Park LMP was prepared to guide and direct future work in the Park. Drawing on information contained in the CMP and the PoM for St Leonards Park 2011, the low-intervention design plan considers the Park’s importance as a heritage asset, sporting destination and public open space and shows how the Park could look and function in the future. Implementing the LMP will enhance the park landscape, improve recreation opportunities for a range of park users, ensure the park is accessible to all and address circulation and access issues for pedestrians, cyclists and vehicles in the Park

New Draft Plan of Management for St Leonards Park has finished this stage
New PoM must include advice from Council’s Native Title Manager.
Step 2 - Report to Council
New Draft Plan of Management for St Leonards Park has finished this stage
Council resolves to refer the new draft PoM to the NSW government department administering the CML Act (the landowner) attesting it has considered Native Title Manager advice and seeking permission to publicly exhibit the draft PoM.
Step 3 - NSW government reviews the draft PoM and gives consent to exhibit
New Draft Plan of Management for St Leonards Park has finished this stage
Advises Council of any properly required provisions to include in the draft PoM prior to exhibition.
Step 4 - Public Exhibition
New Draft Plan of Management for St Leonards Park has finished this stage
Draft PoM for St Leonards Park is publicly exhibited for a minimum of 42 days.
Step 5 - Collate feedback and report to Council
New Draft Plan of Management for St Leonards Park is currently at this stage
All community feedback is reported to Council for consideration
If Council considers only minor amendments are needed as a result of feedback, it can adopt the PoM
If major amendments are needed, the draft PoM must be resubmitted to the NSW government and again placed on public exhibition, prior to adoption by Council
Once adopted, the new PoM for St Leonards Park will replace the current PoM for St Leonards Park 2011
